Dear All:
Instead of trying to send an attached 38-page Summary of Proposed Federal
Education Funding, I am sending you the link to review it yourself. What is
S.2? A Bill proposed by Congress that re-authorizes the Elementary and
Secondary Education Act. Not if but when passed, this (bill) law, will fund
the federal and national education reform "agenda" for another four years.
What's wrong with that? Well, for one, it will add to the already cumbersome
process of federal control of public education. It will combine;
School-to-Work, Improving America's Education, and the Carl D. Perkins Act
into one gigantic network of "systems" and "processes" that when
implemented
will link schools to police stations, link schools to each other within a
district/state, and link other state schools to each surrounding connecting
states and soon to other countries.
Data banks of information about students and their families will be processed
using intelligent software that will determine whether a child is qualified
to attain certain employment opportunities regardless of personal
aspirations. Schools will be required to employ active and retired troops as
teachers. Boot camps for students that do not meet the standards will be
piloted and established. Teachers will be re-trained to teach to the new
processes.
More Outcome Based Education programs that do not teach facts and mastery
knowledge will be implemented under the guise of School Improvement Plans for
begging parents that do not understand that tied to funding are intrusive
constraints that defy parental rights.
Funding will be supplied for schools to provide all of the things the
government has determined a child needs to learn. Heard that before? Do you
know what is meant by this phrase? Try this: Health Care Centers on school
sites. Gun Control. Juvenile Probation Centers on School Premises. Abortions
(were approved by states), STD treatments, Birth Control, Straight and
Gay/Lesbian How To Sex Education, Special Interest Groups agenda to create
adults that will buy-into the philosophy of the political correct views of
the 21st Century, and re-writing history as a collection of view points.
This next wave of funding does not repair eight years of damage done to our
schools. It creates another four years of building on the agenda and moving
forward with the outcome objectives of desensitizing our young adults,
stripping away innocent child hoods, and re-engineering society.
Schools will literally be delivered to private for-profit businesses.
Principals will become CEO's. Children will become customers. And, parents
will produce the human resource for the school to develop into a product for
the New World Agenda. Businesses will sponsor schools. Students will
graduate without class valedictorians, or most likely to succeed
acknowledgements because it creates competition and hurts feelings. American
History will be taught as bias opinions of the 20th Century.
You get the point. Taxpayers will not see relief in the controversial school
reform initiatives...not only will they pay more for more of the same reform
processes, but it's going to get worse. Next year, 21 states will begin to
implement High School Assessments as Graduation requirements for Class of
2004 - 07. Current assessments will be transcripted and placed into massive
data systems that will available for review by police, US Dept Education,
Labor, Justice, Congress, State Governments, HMOs/Medical Professionals, and
potential employers. In other words, everyone but the parent and the child
will have access to the data collected about the student. Not surprisingly,
you and I will be tracked in this database system. Our jobs will be
re-assessed and re-scaled to match skills our employers determine are needed
to keep and/or maintain our jobs. And, yes, according to our skill
assessment, we will have to be re-educated. It will not matter the degree you
hold. It means nothing if you were not taught to accept the agenda.
The original goal of the laws that enacted the National Education Reform was
to complete these objectives on or before July 1, 2000. It did not happen.
They met too much resistance. Therefore, they created a bottom up reform
strategy that has so far worked within school districts where middle class
and poor working parents have screamed for more money, more resources, and
equity.
In Prince George's County, our school superintendent is busy realigning
schools funds to comply to FEDERAL Law, for what we believe to line Title 1
schools (schools whose Free and Reduced Meals serve 50% or better of the
population), with the Federal Funding Structure. Why? To align Title 1
programs with assessment criteria, curricula, and associated social
non-academic programs and administration. And, to be in compliance with
federal constraints and to prepare schools for what will soon be forced
privatization. If a Title 1 school fails the system, it can no longer be said
that it was not because the funding system was unfair.
>>From 1994 to 1998, Congress that set the foundation to link everything we do
in society to our national public education system and workforce passed five
laws. This new funding stream of federal laws and so-called educational
programs is a continuation of what was started by these five laws.
In order to understand the process associated with this new funding
legislation, you would have had to study the five laws, researched the
education reform process as they were implemented, and understand the vision
of the New World Order's agenda. Workforce Development Act, Carl D. Perkins
Act, School-To-Work Act, Improving America's Education Act, and Goals 2000,
have been combined into one law and their funding will be REAUTHORIZED by
Congress and signed by President Clinton. It will be almost impossible to
undo the links, processes, and administration.
Hundreds of advocates are sending emails, making calls, and sending letters
in opposition to this proposed education funding re-authorization. As much as
we would like to see major changes made to this funding, by stripping away
the intrusive constraints, we can tell from the amendments, that this bill
will pass and the train will continue its course. Even with a new US
President. Its the philosophy. It's the belief system. I will happen. You
must learn to manage and address the issues for your school system.
For eight years, the five laws laid the corner stone for creating and
ensuring poverty...dependency on the government/state schools. Do some
homework, ask yourself, what has been the increase of Title 1 schools in your
school district, system, or state over the pass ten years? Then ask how can
states bring so-called failing schools up to the education level where
schools are meeting expectations? They do not. They take away the funding
from successful schools in some cases force tax increases under the guise of
equity. Taxpayers will be led to believe that they are assisting with
ensuring root memorization academics, when reality will prove that they are
assisting with providing more social non-academic programs (like this bill
promotes). Gradually, the successful school will begin to fail - thus
meeting somewhere in the middle the level of the failing school. That's
equity. Now everybody is the same.
Before I go to create another email on another topic, let me leave you with a
thought to think about as we start a new school year. Trillions of tax
dollars have been spent to implement a National Education Reform Agenda. Why
is it that our children are failing? Why is it that programs are created only
for the poor? Why have poverty increased 40% in the pass eight years for
those with school age children? Why are children selfish, have low
self-esteems, believe America is an oppressed country, and few want to go to
college? Why is that America's employers are not hiring our students? Why is
that working parents are working longer hours, two jobs, in two different
careers to make ends meet, why Johnny considers where he plans to go each
night to play? Why does every child that goes to college from a Title 1
school require non-credited Math and English remediation? Why is it that
School Board Members find themselves uniting to help the system instead of
the parents? Why are our elected officials so quiet on the issues locally? Do
you hear your member of Congress complaining about the poverty indexes of
school populations and communities? What about your State Senators, do you
hear them utter disdain because schools are not teaching facts about history,
or that gay how to sex is being taught instead of how to master reading? Ever
wonder what your school has to do in return for receiving federal and state
funding for public education? Ask your child what he/she thinks is in store
for her future?
Go to this link, review this bill. If you have the time and energy, contact
your State Representative(s) and ask them what position they have on this
bill. In school year 2002, watch the process....then maybe you will learn to
dig deeper in the process to eliminate federal control of our public
education system.
